Why ADMX & ADML profiles does not allow other profiles/policies to upload when some other policies are in use with any configuration profiles?

Here is what I have experienced: I had uploaded Windows.admx and Windows.adml and after that I had uploaded "CommercialVantage.admx" which is for Lenovo devices to be deployed and manager Lenovo Vantage app on those devices but when this configuration profile is applied using the settings in it it does not allow us to upload any other admx & adml files of our choice like I was trying to upload ZoomMeetingApp and it did work and was not uploaded and throwing the errors?

For your issue, I have done some research, here are some information you can check.

1.This feature is in public preview.

2.There are some limits:

• A maximum of 20 ADMX files can be uploaded. Each file must be 1 MB or smaller.
• For each ADMX file, only one ADML file can be uploaded.
• Each ADMX file supports one language.

3.Currently, only en-us ADML files are supported.

4.Some ADMX files have dependency prerequisites.
