Removing AutoPilot tenant enrollment

I have to do this frequently when receiving a refurbished system board from HP, Lenovo, etc and I know the procedure at an enterprise level. However, the question I have revolves around a friend who runs a brick and mortar shop. He purchased some devices from an auction when a company near him closed the doors and was going to refurbish and sell the laptops to try to make some easy cash.

However, upon imaging one of the devices, he discovered that it was still enrolled in that company's AP tenant. This company is no longer in business so he has no one to contact in order to get it deregistered. I know how to submit these via my Intune portal, but how would someone who isn't an enterprise partner go about this? I've already instructed him on what needs to be sent over for the process (hardware hash, mdmdiagnosticstool cab file and proof of purchase, but now I'm lost to tell him how to submit this for processing. Is there a public link?

    From Intune console you would be able to open such a case, they just require proof of purchase. But it is indeed problematic if none of you have access to Intune console.
