Hello, we have an on prem and exchange online setup.
The user with the issue has an Exchange Plan 2. 100 Gig mailbox with Autoexpanding Archive enabled.
The primary mailbox has been at 98 Gig for about a week. The retention policy was set to 30 days in an effort to quickly reduce the size of the mailbox.
There has been almost no movement. Start-ManagedFolderAssistant command has been used serveral times over the past 6 days. Why isn't this mailbox not archiving?
Not legal holds on this mailbox.

Based on your description, there seems to be a problem with archiving your mailbox.
A review of the official Microsoft documentation shows that the retention policy runs automatically every 7 days for mailboxes larger than 10 MB.
This issue also occurs if the primary mailbox has a disabled associated user account, unless the mailbox is a shared mailbox.
