How to create new user in Microsoft Active Directory

Please, I have a eligibility role as Global Administrator, I am also a contributor (role) on a pay as you go subscription. How do I go about create/ adding a new user to the active directory? I have been have some difficulties while trying to do so.

I understand that you are currently facing issues creating a new user in your tenant.

Based on your description, you currently do not have permission to create the user. The role needs to be activated before you can perform this operation. Once you activate your Eligible role, it will show under the current role assignments tab.
