Based on your question we understand that you are unable to see the all the subscriptions by using the filter.
Here are some steps you can take to troubleshoot and resolve this issue:
you see a list of subscriptions that you can see without any limit access. You access it from the filter in the top-left area of the Subscriptions page.
To view every subscription that you have access to with the Select all option.
In the Azure portal, navigate to Subscriptions.
In the top left area of the page, select the filter option.
In the list of subscriptions to filter, either select a subset of subscriptions or select All.
