Upgrade task sequence failed with 0xC1900200

We are using upgrade task sequence to upgrade my client device to windows 11 23h2, but if failed with the error code 0xC1900200 in smsts.log.

Windows Setup failed with hexadecimal exit code 0xC1900200 (decimal 3247440384). To identify the type of issue, lookup it against the table of known value of Windows Setup errors online.

I have checked that all prerequisites for Windows 11 are met, what could be the reason?
