Issues with steam client, Help urgently needed.

I came here for help as I have nowhere else to go, over the past few days my friends steam client has been acting up, it began by running slow and games wouldn't load properly, then today all games crashed on start and steam stopped functioning, file repair worked for 5 mins and it broke again, decided on a fresh install, launcher installed, steam installed, when launching steam it says "Extracting package, updating" but it seems to be frozen at that stage, we forced closed it each time but it continues to do it each time (2 fresh launcher installs aswell) longest we have waited is 30mins (games where also wiped along with uninstall) - Windows 10. ANY and all help would be greatly appreciated, I know this isn't the usual issue but we don't know any other way of fixing it

    Suggestions:

    Open Steam settings, go to the "Downloads" section, and click on "Clear Download Cache".

    Run Steam as administrator.

    Sometimes uninstalling and reinstalling Stream files may help.

    Restart the computer in Safe Mode with Networking and try running Steam to see if it works.
