    Hi ashik n,

Thanks for reaching out to Microsoft Q&A.

I believe the issue is related to your OS, not keyvault.

If your PC is repeatedly asking for the BitLocker recovery key upon every boot, even when no hardware changes have been made, it may be likely due to a mismatch between the current hardware profile and the one stored in the Trusted Platform Module (TPM) when bitLocker was enabled.

Pls try the following to fix:

When prompted for the recovery key, press Esc to go to another screen, then enter the key there. This can sometimes resolve the issue without needing to do anything else.

Check if the Windows Boot Manager is set as the first item in the BIOS boot order. BitLocker relies on the Windows Boot Manager to scan for the Network Unlock. Ensure it is at the top of the boot order in BIOS.

Try resetting the TPM in the BIOS, then enter the recovery key and see if it sticks. Avoid using legacy boot mode - use UEFI instead. Also make sure "Legacy USB" is disabled in BIOS as it can cause issues with the TPM.

If you have a USB-C or Thunderbolt dock connected, try disabling "Boot support for USB-C" and "Preboot for Thunderbolt" in BIOS. This can prevent BitLocker from seeing the dock as a new boot device and prompting for the key.

As a last resort, you may need to disable BitLocker encryption, update Windows, then re-enable BitLocker. Be sure to have the recovery key handy before disabling encryption.
