I'm using Microsoft Bot framework sdk, and I noticed some logs in connected app insights that says "Searching for: Reason behind backoff logic enabled and exceeded 37.8 minutes with last status code 408". Can someone please help me to understand the root cause for this?

See this issue. If this occurs infrequently then it should not be an issue as per this comment. Quoting it below.
the conditions that cause "backoff" are typically unique per customer. These can be affected by either your network or our regional datacenters. If you're seeing this infrequently, it shouldn't be a cause for concern. The SDK has mechanisms to retry telemetry. If you're seeing this frequently and experiencing data loss, please open a support ticket so someone can look into this with you.
