Windows 11, version 24H2 x64 2024-10B not showing required on all machines

We have ~7700 machines (1131 W10 22H2, 163 W11 21H2, 6222 W11 22H2 & 139 W11 23H2) but only 2,034 devices are showing Required for needing Windows 11, version 24H2 x64 2024-10B (304 W10 22H2, 82 W11 21H2, 1574 W11 22H2 & 74 W11 23H2). Why are all of the machines not showing as Required, or maybe I should ask why is 66% of the machines showing a Compliant and not needed it?
This is all being done via MECM console (Console version: 5.2309.1113.1900), Windows Servicing > All Windows Feature Updates.
