VM inside Azure local is same like inside Hyper-V where the VM no need windows license?

    Yes, you need for Windows Server a licence. For Linux not and for AVD use a supported M365 plan.
    You can use Server subscription from Azure (pay monthly) or buy for each physical node a classic Windows Server Standard license for 2 VM instances or a Datacenter license for unlimited VM instances.
