Windows 2022 server access denied running a SC command to stop or start a service, this was working on a 2016 server.

Question

We have been using this command for non admin users to start and stop a service on 2016 servers, "sc \servername stop servicename" or "sc \servername start servicename". Now we are moving to windows 2022 servers and this command returns error message "Access is denied." The security on the server is set by a group policy to allow a non admin active directory group to start and stop the specific services.

I use the command "SC sdshow service" to verify the security is the same on the service on the 2016 and 2022 servers.

The users are able to run a "sc \servername query servicename" on a 2022 server and it will return the status of service, but the users are not able to stop and start the service.

I cannot find a solution to allow the non admin users to stop and start a service on a windows 2022 server. Can you please give me some help on this issue.

You may also look for any differences in settings related to service control, such as under User Rights Assignment in group policy: Computer Configurations\Windows Settings\Security Settings\Local Policies\User Rights Assignment

Inspect the Security logs in the Event Viewer on the Server 2022for detailed error messages when the sc stop/start command is attempted.

If feasible, physically log in to the Server 2022 machine using a non-admin account to verify if the issue lies in the user's permissions, network configuration or some other aspect of the server's security configuration.
