Prerequisite Error during Installation Exchange 2016 CU14 Management Tools

I got the following Error during the Prerequisite Check when i try to install the Exchange 2016 CU14 Management Tools on a Windows Server 2019 1809 (OS Build 17763.1131):

The following Software was installed before the setup started:
* .NET Framework 4.8
* Visual C++ Redistributable Package for Visual Studio 2013
* Microsoft Unified Communications Managed API 4.0, Core Runtime 64-bit

Any Suggestions?
