post master error

I'm getting a postmaster failure on hotmail/outlook.com when trying to send an email to someone I've been emailing for years and never had a problem with. I've checked and I can email them from other email addresses just not hotmail. Any ideas who I can contact, cannot find any ways to get in touch with hotmail/outlook or anything else I can check.

    The attachment I have enclosed is in the form of a link as requested by word due to the size if sending by file is there anything I can do? 

    Or someone I can achully phone to save waitin for reply on here

    Thank you for your response.

    Upon checking all the screenshots, we found out that you exceed the limit of the attachments that you want to send. There is actually a limit of 20 MB in sending an attachment. We just want to know if you tried sending email without attachments?

    The issue occur due to settings configuration of your email. In order for us to assist you, please answer the questions below:

    • Were there any changes prior to the issue?
    • What is the exact error message?
    • Can you please provide us a screenshot of the error message?

    To isolate the issue, try to clear the cache of the browser history.
