what do you do if microsoft is hacking you or someone from a high up company is hacking your pc

and if they are not my bad but it has to be someone with special permissions from a high ranking company.

    already dumped c drive cleared partition and more cant even get mcafee to download properly cant seem to get it right and cant pay for a coding class and fully restored several times if you could teach me what to do or hook me up that would be great lost engineering softwear and more
