Is downloading pages powered by Azure using a chrome extension considered DDOS

Hello, I found a chrome extension that downloads webpages from a file. I used it on a website with a domain .azurewebsites.net that didnt need a login and is public on web with no sensitive data of anything. I downloaded aproximately 1300 webpages and got a blue screen 403 that links to this explaining that it probably reached quota.

Now the "company" threatens me with a police complaint about ddos.
I did this to collect data since i think i fell on a ecommerce scam

Is this considered an actual attack? I'm not an IT professional, i'm a car mechanic.
