Can't open devmgmt.msc

After resetting Windows 10, the cursor on my laptop is disappears. Maybe it is because the pointer driver. Some guides ask me to open device manager (devmgmt.msc) but when I tried to open it, the error Windows from mmc appears and said "Unable to make new document". Can someone help me?

    It seems something went wrong. Please try this:

    1. Type "cmd" in windows search bar
    2. Right click on "Command Prompt"
    3. Select "Run as Administrator"
    4. Type "Dism.exe /online /Cleanup-Image /StartComponentCleanup" without quote and press ENTER
    5. Type "DISM /Online /Cleanup-Image /StartComponentCleanup" without quote and press ENTER
    6. Type "DISM /Online /Cleanup-Image /AnalyzeComponentStore" without quote and press ENTER
    7. Type "DISM /Online /Cleanup-Image /CheckHealth" without quote and press ENTER
    8. Type "DISM /Online /Cleanup-Image /ScanHealth" without quote and press ENTER
    9. Type "DISM /Online /Cleanup-Image /RestoreHealth" without quote and press ENTER

    When I do DISM /Online /Cleanup-Image /RestoreHelath it stopped at 72.7% with error code: 0x800f0950

    I would recommend that you perform a Windows 10 repair upgrade (This is not Reset or Reinstall of Windows). Repair upgrade fixes all Windows errors and retains all files, applications and settings. (You will not lose any data while backup is a good idea) Below is a good guide to perform repair upgrade

    I'm Stefano an Independent Advisor here to help you.
    In order to open Device Manager try this;

    1. Press WINDOWS + X
    2. Click on "Device Manager"

    If It doesn't start, then follow this procedure:

    1. Type "cmd" in windows search bar
    2. Right click on "Command Prompt"
    3. Select "Run as Administrator"
    4. Type "sfc /scannow" without quote and press ENTER

    Then :

    1. Type "cmd" in windows search bar
    2. Right click on "Command Prompt"
    3. Select "Run as Administrator"
    4. Type "DISM /Online /Cleanup-Image /CheckHealth" without quote and press ENTER
    5. Type "DISM /Online /Cleanup-Image /ScanHealth" without quote and press ENTER
    6. Type "DISM /Online /Cleanup-Image /RestoreHealth" without quote and press ENTER

    You can also perform a clean boot:

    Now see if device manager works.
