Task Manager has different CPU Usage

I noticed that my Task Manager CPU Usage is different percent value from Rainmeter and Process Explorer. Sometimes On Task Manager CPU Usage reaches 100% sometimes I get lag and sometimes I don't lag at all even its 100%.

Windows: Windows 10 v1903

Processor: Intel core i5 8250u

    Ty for helping, but The issue din't resolve yet. I forgot to add on the detail that this laptop got virus before "Win32:AutoRun-CWJ[Trj]" and I removed the virus using malwarebyte and avast antivirus and use ccleaner to clean the registry. after the cleaning I use the windows 10 reset this PC and remove all files. after resetting I install Malwarebytes and Avast Antivirus and they said the laptop is clean, I install drivers and use CMD command: sfc/scannow and dism /online /cleanup-image /restorehealth and it repaired all the errors but the CPU Usage on task manager is not yet fixed.
