Cannot get verification codes

We've been attempting to create a user account and have tried several different email addresses, all hotmail accounts. Windows 11 will not send verification codes to any of these email addresses. The email addresses are correct. I can get codes sent to them if I am simply trying to log in from a browser. However, as a Windows User log in, no codes are being sent. We've check the emails to make sure they're all spelled correctly. We've checked spam/junk folders. Brower has been cleared. We cannot get a code. Please help because this is a necessity.

    Thanks for getting in touch. I'm Pau, and I'm your Independent Advisor. Let's try a few different ways to solve this problem.

    Please try these steps:

    1. Check the settings for your Microsoft Account.
    • To do this, go to https://account.live.com, sign in, and then go to Security > Advanced security options.
    • Make sure that your email address is checked and added as a security measure.
    1. Put the Microsoft domain on the list of safe senders
    • Open Outlook and sign in. Tap the gear icon to go to Settings > Mail > Spam email > Add: @account.microsoft.com and @microsoft.com to the list of safe senders and domains.
    1. Pick something else Option to Sign In Short-term: Make a local user account:

    Click on Accounts, then Other Users, and finally Add Account.

    Pick "I don't have this person's sign-in information" > Add a user who doesn't have a Microsoft account—Once the account is made, sign in and then go to Settings > Accounts > Your Info > Change Account. Use a Microsoft account to log in instead.

    1. Use a Different Device or Network: To rule out network-level filtering, try a different device or mobile hotspot.
    2. Wait and try again later—There may be a short delay or too many tries. Do not try again for 30 to 60 minutes.
    3. If you need to, use the Microsoft Account Recovery Page. To do this, go to https://account.live.com/acsr and follow the on-screen instructions to manually recover or verify your account.

    Hey there

    Thanks for getting back to me. I know how frustrating it is when nothing works, and I admire your determination. Since the first steps didn't fix the problem, let's look into it some more.

    1. Create a Local Account First (Bypass Verification)

    Go to Settings > Accounts > Other users > Add account

    Choose “I don’t have this person’s sign-in info” > “Add a user without a Microsoft account”

    Set up a local user > Sign in

    Go to Settings > Accounts > Your info > Sign in with a Microsoft account instead (may not require code again)

    1. Boot into Safe Mode with Networking

    Press Windows + R > type msconfig > Boot tab > Check Safe boot (Network) > Restart

    Try adding the Microsoft account

    After testing, go back to msconfig, uncheck Safe boot, and reboot

    1. Create a Fresh Outlook.com Account

    Go to https://signup.live.com

    Create a new @outlook.com account using phone verification

    Try adding it as a new user account

    1. Contact Microsoft Account Support

    Go to https://support.microsoft.com/account-billing

    Select “I can’t receive a verification code” > Start a chat or request a callback

    I hope this works.

    Yeah, we tried all of those. And we tried it with three different email addresses just in case it was one of the email addresses and not the other two but it’s not allowing us to add another his account without it being verified by a security code. It’s been several hours and not one of the email addresses have gotten a verification code. The only functioning user account that’s able to login is the one that was on the computer prior to Windows 11 upgrade.
