Please go to your Start menu and search cmd, right click Command Prompt and select 'Run as Administrator.
Paste this command into Command Prompt and press Enter:
pnputil /delete-driver oem21.inf /uninstall /force
Close Command Prompt, then restart (not shut down) your PC, and check if that driver is no longer a block on your PC.
