Based on your description, it seems you have concerns about the integration between users have premium plans and basic plans in Planner.
As far as I know, according to the support article: Frequently asked questions about Microsoft Planner - Microsoft Support, Microsoft Planner Frequently Asked Questions. Users will be able to work on projects and plans created across different licenses. However, users with eligible Planner in Microsoft 365 will not be able to access the advanced capabilities with premium plans which they can only integrate with the plan by using the basic feature. You can refer to the support article to get more detailed information.
Moreover, for a better cooperation and user experience with Planner in your organization, it is more recommended for all users to have the same Planner license. If you have specific demands of preventing other users accessing the advanced Planner features, you can still remain the original option that other users keep using the eligible Planner plan, it depends on your decision and working scenario.
