cannot access @hotmail.com account. for got password. 2 factor authentication but only have access to the phone number

hi. I have an @hotmail.com account. i cannot access and have forgotten the password. i have 2 factor authentication turned on. i still have access to the back up phone number, but not the email. I have completed the account reset form, but received an email back that says "Because you've turned on two-step verification for your account, we ignore these requests but wanted to let you know."
