My question is quite simple: where is the conditional formatting on Android?

Microsoft 365 and Office | Excel | For home | Android

    The Excel for Android App is a cut down version of the full Excel, there is no facility to add conditional formatting in that app, however, existing conditional formatting in a spreadsheet will work on the Android App
