Excel Horizontal Scroll Bar

I have a user with an issue.  When they use the scroll bar in the lower right hand corner of excel, it scrolls through the names of the columns, if filters are on or A, B C... etc.  But the sheet doesn't slide with it.  It will jump to where he ends.  We have tried Scroll Lock, turning it off then on.  He sends me the file it behaves normally, I send him a file it does the same behavior.  Anyone have any thoughts?

    Thank you for your post in our forum.

    Per your description, we test on our end, just like you, it works normally without the problem, and adding that the problem persists when you send him a workbook. So, we think the problem may be related to his client app.

    First of all, we need to confirm one thing if you are convenient, “He sends me the file it behaves normally, I send him a file it does the same behavior”, may I take it the user sends you a file where it has the problem on the user’s end, while it works normally on your end? And may I take it the latter half-sentence that you send the user a file which the problem persists on the user’s end?

    If my understanding is right, we would like to suggest you can try the below suggestions to troubleshoot and narrow it down till the problem is solved.

    1. Open Office apps in safe mode on a Windows PC to identify whether there is an add-in or extension that may be causing a problem on startup. 
    2. How to perform a clean boot in Windows to determine whether a background program is interfering with your game or program. 
    3. Quick Repair and Online Repair. You can follow the steps of the article: Repair Office from the Control Panel.

    However, if the problem persists, may I collect some information so that we can narrow it down further?

    1. Please test in Excel online in InPrivate or Incognito browser to check whether the problem persists.
    2. When does the problem start? Does the user do some customized operation?
    3. Per your description, may confirm again whether the problem happens when creating a new workbook?
