There are inconsistencies across SharePoint in relevance to how documents/pdfs can be viewed and opened.

SharePoint should allow documents/pdfs to open based off the client's preferences which should be to open in Blue Beam, but it does not function that way.

    Dear Just Wondering_07,

Good day! Thank you for posting to Microsoft Community. We are happy to help you.

As per your description, we’re afraid that there is no out of box way to achieve that in SharePoint Online. By default, we can open PDF files in the browser. I agree it would be convenient if SharePoint online document library allow pdfs document to open based off the client's preferences. We feel your pain due to this limitation and we’re really feel sorry for it, and in this regard, I will request you please consider providing your feedback in SharePoint feedbackportal. This is the quickest route to get your feedback to the developers’ ears.

Your understanding and patience will be highly appreciated. I hope that you are keeping safe and well!

    Sincerely,

    Waqas Muhammad
