Based on your description, the Forms button should be available by default when creating a list in Microsoft Lists. As this is not a new feature, and based on my testing, I wasn’t able to reproduce the issue you're encountering.
Try following troubleshooting Steps:
- Try using a different browser or device to access the list and check if the Forms button appears.
- Clear the cache or try opening in Incognito/Private mode to rule out any browser-related issues.
If the issue persists even after trying these steps, I recommend contacting your Microsoft 365 administrator and following the steps in this article to create a support ticket with Online Support. The support team has higher permissions than we do and can remotely help check the situation on your side, involve more resources to collect logs, and help you troubleshoot. This would be a more efficient way to handle this case for you.
