Try to check these steps:
- Check Settings > System > About, and confirm that the installed edition says Windows 11 Home, and not Pro, Enterprise, or Education. If the edition doesn't match, your Home license won't be able to activate.
- A second approach is to run the Activation Troubleshooter by going to Settings > Update & Security > Activation > Troubleshoot. Given that you're signed in, it should be able to pull the digital license from your account.
- Check that the problem isn’t related to your account by opening Settings > Accounts > Your Info to ensure your Microsoft account isn’t a local account. You can also see if your device is listed under ‘account.microsoft.com/devices’ on your account.
- Sometimes a simple Sign out of your Microsoft account and sign back in will resolve it, but failing that, there isn’t anything we can suggest short of contacting Microsoft Support. If you’re confirmed that you’ve made the correct purchase, matched the edition, and signed in with the correct account. Since it still doesn't activate, sending your order number to the Microsoft Store Support, as shown in your screenshot, and asking them to re-associate the manual license is recommended.
