It sounds like you may have encountered unwanted software that is restricting your access to system settings and preventing you from uninstalling it. Here are some steps you can take to address this issue:

  1. Safe Mode: Try booting your computer in Safe Mode. This can sometimes allow you to uninstall problematic software. To do this, restart your computer and press F8 (or Shift + F8) before Windows starts loading. Select "Safe Mode" from the options.
  2. Uninstall via Settings: Once in Safe Mode, go to Settings > Apps > Apps & features. Look for the software you want to uninstall and try to remove it from there.
  3. Remove Browser Add-ons: If the software is affecting your browser, check for any unwanted extensions or add-ons in your browser settings and remove them.
  4. Use Antivirus Software: Ensure that you have Microsoft Defender Antivirus enabled, as it can help detect and remove unwanted software. You can run a full scan to check for any threats.
  5. Report the Issue: If you believe this is a tech support scam or if the software persists, consider reporting it using the technical support scam form provided by Microsoft.
  6. Contact Microsoft Support: If you're still unable to resolve the issue, you may need to contact Microsoft Support directly for further assistance. You can find the appropriate contact information on the Microsoft Support website.

Be cautious of any unsolicited messages or calls claiming to offer support, as these can often be scams.
