Windows not active: error code: 0xC004F211

Question

I ordered a new pc and when i got my pc and started installing windows, windows telling me that its not active.
I did order for winddows 11 and i cant do anny changes because its not active.

Would love to get some help about this.

Hi,

Do you have a digital license or a pre-built PC (Dell, HP, Asus, etc.)? If you have a 25-digit physical license?

If it's a license that came with a pre-built computer and has an OEM license, check in the start menu > settings > system > activation > troubleshoot. If it doesn't identify it, it may be that you installed an edition that doesn't have activation, since you installed Pro, it may have come with Home.

Error code 0xC004F211 means Windows detected that the hardware of the device has changed, or it cannot match the device to an existing license.

Use these steps to activate:

1. Open Activation settings:
   • Select Start > Settings > System > Activation.
2. If a product key for Windows 11 was provided with the new PC (on documentation, packaging, or confirmation email), select Change product key and enter the 25‑character key.
3. If Windows 11 was preinstalled and no key is visible, use the Activation troubleshooter:
   • In Settings > System > Activation, select Troubleshoot.
   • If offered, follow the reactivate after a hardware change path.
4. If no valid product key is available and the troubleshooter cannot activate, a new license is required:
   • In Settings > System > Activation, select Go to Microsoft Store and purchase a Windows 11 license, then complete activation.

If the PC was sold as including Windows 11, but no key or activation is available, contact the seller with the error code and ask them to provide the proper Windows 11 license or media.
