FTP using Fillzilla

All I want to do is use FileZilla to transfer files from my PC to /var/www/html
I have watched videos and searched the web, and everything is so convoluted.
There must be ab easier way to use Filezilla to copy files.

I can't find the dashboard where to go for setting up the users for FTP access.

Just sharing few tips from Azure WebApp standpoint/to isolate the issue - On App Service, all the officially supported deployment methods make changes to the files in the
/home/site/wwwrootfolder of your app. These files are used to run your app.
Kindly see this doc for the steps: Deploy your app to Azure App Service using FTP/SCheck that you've entered the correct hostname and credentials. Check also that the following FTP ports on your machine are not blocked by a firewall:
Also, on App Service WebApp: Authenticating to an FTP/FTPS endpoint using user-scope credentials requires a username in the following format:
<app-name>\<user-name>Alternatively, you could leverage Kudu (if your requirement fits)
Kudu is the engine behind a number of features in Azure App Service related to source control based deployment.

As neither LAMPS nor Fillzilla are Microsoft products, as far as I know, there are maybe other sources in the internet to search for support.
