Workflow SharePoint error "item does not exist. it may have been deleted by another user"

I am SharePoint Administrator and Designer in the Company. I created the Workflow and can run it successfully by my account.
To handover this workflow to company user, I assigned and sanction to user can run the Workflow manually.
However, when user run the workflow, there is the error below:

"Retrying last request. Next attempt scheduled after 8/12/2020 11:25 AM. Details of last request: HTTP NotFound to https://******/_api/web/lists(guid'0adbd622-3464-4bba-8961-8ae7b1f51c95')/Items(43) Correlation Id: c3bfa440-3c02-16f2-8ed4-8f6b8182c4a3 Instance Id: ed3f69a8-e3cd-4938-ace5-a123a913046d Item does not exist. It may have been deleted by another user."

I tried to turn on the function to start the workflow when item is created/changed. However, when user create the item in the Library, the workflow is run automatically but it is failed with the same above error.
But, when I create the item in Library or run workflow manually by my account, it can run smoothly.

Could you help me to overcome this issue so that user can run the workflow by themselves?

    This issue may be caused by insufficient users’ permissions. Please check whether users have enough permissions.

    You could try to create a workflow with elevated permissions.
