I have salvaged a broadcombcm92045nmd from an old hp laptop and hooked it up to my windows 11 laptop. It shows up as HP Bluetooth Module and in device manager code 31 pops up. Is there a way to make the driver start correctly?

Try run the Windows Update and download and install all updates.
Open start and search for feedback and open the Feedback Hub app and report this issue.
Try check with the HP support, take a look at:

When using a new operating system on old hardware you can perform trial and error steps.

It may or may not be possible to find a working driver for Windows 11.

    Create a new restore point.

Check available drivers on the HP website:
Open the HP website > support > software and drivers > enter the model, SKU, or serial number from the old HP computer. View the drivers. As a trial and error step you can test the prior HP supported driver for an older version of Windows.

Open device manager > click view > click show hidden devices > manually expand all rows > look for any row displaying a yellow triangle with black exclamation mark or unknown device > right click properties > click details tab > in properties scroll to hardware Ids > check for available drivers from the Windows catalog
