Help creating a Report that Combines output of 2 tables and a Query

I'm not sure if this is even possible but wondering if anyone has any advice to help see if? Current doing this in Report Builder 3

I'm hoping to have a report out put something kinda like the below

The goal is based on two other tables and a query I can inject the data into this table

First we have a table that lists all folders that exist
18205-foldersallfolders.jpg

Another table that lists if folders have inherited permissions or not
18099-foldersinheret.jpg

And Finally a query that returns results from the table above and combines them with a user table to produce all users who have access to a folder and what type of access

I'm hoping first to be able to filter out all the permissions as above then combine that list with the all folders that exists assuming if the folder is not inherited blocked it has the same permissions as the folder above unless otherwise stated, then filter out all inherited blocked folders to not show thus providing a hopefully digestible list I can hand out to the required team to check if permissions are good for each department etc.

Any help on figuring out how to combine these tables and query into a visual report would be appreciated.
