too much room between my header and 1st line of tablix

hi we run 2016 enterprise. i just stood up a report with a header and following directly beneath the header's last line is a tablix. i deleted the tablix's header.

when i render in vs 2017 i see a reasonably small gap but when i save to pdf way too much space between header last line and and tablix first row.

what are my options?

    I could not fully get your meaning.

    Here is my local test. Do you mean that in the yellow part ,the gap is quite different?

    Could you please share your dataset and screenshot with me so we could understand your needs clearly.

    my tiny little png snipits arent uploading. their sizes are 20kb, 12kb and 16kb. i tried uploading the first, see a message about 3.1 meg and what appears to be a progress bar, but nothing happens.

    i got my 3 images to upload. the 1st represents what vs shows at design time. the 2nd when rendering in vs. the 3rd what pdf shows. the pdf gap is especially unacceptable.

    i put background color behind the header and body. its definitely the header that is creating the unexpected gap. does anybody have any ideas?
