How can I activate my Xbox in dev mode?

I have tried everything, but when I go to this page: https://partner.microsoft.com/en-us/dashboard/registration/Agreement to accept the App developer agreement, it takes me to error page.

It is code 500 server error, I have tried accessing this from different browser, network, machine, but all give me the same result.

I am registered as microsoft developer, and have already paid the subscription, I have accepted the other agreements and this worked: Windows Desktop Applications etc. but for some reason cannot accept the Windows - App developer agreement.

Does anyone know why this would be?

    You could try to contact the store team about the account issue here: Contact Us.

    Choose to Contact us, select Dashboard for Topic and select Account setup for Issue Type.
    You could get more help with the account issue via the ticket.
