I got the same issue.. My workaround:
in Internet Explorer (WTF !!!), open Internet Options, change to the Security tab, select Local intranet, and click Sites (see documentation).... prior creating the AppPool and the Website.

I am setting up MIM in a LAB following the instructions at this URL

There are also several steps before the actual page above, the page above I completed and that is where I am up to.
the instructions state go to the portal http://mim.contoso.com/ (in my case http://mim.MyDomain.local) and I do indeed get prompted to authentication using a username and password dialog box which pops up. I enter the the correct username and password (I have double checked and reset the password a few times)

However it returns the same user logon dialog box again and again, and does not logon (I do not see an error message). As if I have the passwords wrong, but I know it is correct.
So the first thing I would like to do it figure out how far the logon got and what the issues is. I am not sure which logs to check ? as I am not familiar with this and any help is most welcome
Also is there a common issue after settings up MIM?
