I've been trying to start the exercise for Create a Storage Blob, but every time I click activate sandbox it goes through a process to provision the resource group and all the stages as needed but then immediately starts the deactivating previous sandbox stage which burns through one of my daily 10 count of sandboxes.
Tried this repeatedly until all 10 of my sandbox counts have been used up.
Interestingly, and possibly related it's been over 24 hours as I've been trying this and still seeing the counter not reset.

To better assist you on this, could you please share the Azure Learning module URL, and point to the specific Unit/step that you're facing issues with? is this issue confined only to this module or all the other modules?
If you haven't tried this already, are you experiencing the same behavior on a different browser or your specific Microsoft account?

As a side note, the sandbox environment created for a module is available for four consecutive hours to ensure that you can finish the module.
The Microsoft Learn exercises are meant to be finished in one sitting, in an hour or less.
Please let us know, I'll follow-up with you further.
It's clicking the Activate Sandbox button that isn't working under where it presently says for me:
This module requires a sandbox to complete. You have used 3 of 10 sandboxes for today. More sandboxes will be available tomorrow.
I tried in MS Edge this time and Chromium before but no change.
I reviewed the troubleshooting doc but not seeing any of the errors listed.
As best I could I snagged the status' I do see when going through the sandbox activation and here's what I see:
11% Verifying permissions...
37% Creating resource group...
54% Assigning roles...
73% Creating storage account...
100% Finishing...
Which immediately goes into the following without any interaction on my end
7% Deactivating previous sandbox...

With multiple test accounts (/and browsers) and retries, I'm unable to repro this behavior.
While I'm checking on this further, do you also see this on any of your different (test) account?
Ran in a test account which exhibited the same behavior in other browsers so it wasn't my account.
Attempting to provision the sandbox in firefox seemed to do the trick. Where in chromium based browsers wouldn't, firefox presented the review permissions dialog.
Thanks for the follow-up and update. As I understand with the same/original' account, the same module is working as expected on Firefox but not on Chrome.
I see this' module shows completed status for you (on your profile). I have tried again the same steps on chromium based browsers, but unable to repro this behavior.
