Azure cannot register free credit (Cannot use VoIP)

I cannot register free credit for Azure.
When I entered mobile number and press "Text me" or "Call me", it said "Sorry, we do not accept Voice over IP (VOIP) numbers. Try again with a different number." but I already used mobile number, not VoIP.
