Enterprise state roaming does not sync anymore

Hallo,
I'm looking for help.
For some reason enterprise state roaming does not sync anymore in my tenant.
I have license premium business p1
It worked fine but now I'm getting error's

So far I know the log you can check out for this issue is in the eventvwr ''Settingsync'' and it tells me this
But I'm unable to locate the reason for this
I did not do special things in the tenant
Some people talked about windows hello so I disabled it with a configuration profile and delete the container from the pc
is there someone who can help me?

My issue is still going, for 9 months now.
My devices are not syncing with ESR, I have a ticket by Microsoft and they are looking into it.My journey with this is long and it is hard to tell what the problem is because it can be anything
The question you need to take first are
The right license?
Are devices azure joined?
Is ESR on in Entra, and did you assign it to all of just a group?
open cmd (not with admin just the user privileges) and note ''dsregcmd /status'' and check for errors (if you open cmd on the azure joint device with admin privileges, you will get error and walk the wrong path)
