Action required emails recipients and how to add more people

From where it is configured to receive default Microsoft AZURE notification emails, such as action required, retirement of services etc., that Microsoft sends as the updates on Azure Subscriptions and the underlying resources? Who are the default recipients for these emails? How to add more people to that list?

I do think there are some potential notifications based on the initial subscription owner and the AAD tenant technical contact. I know the latter is customizable in the AAD settings.
