Seems like the issue is happening in Google's June Security patch.
Android WiFi policy giving error 0xc7d24fc5 and -942518331. Does anyone have any info on this error?
I have a few devices not applying the wifi policies. I'm getting 0xc7d24fc5 and -942518331 errors on the policy itself. Everything else is applied to the device. One is a Pixel 6a and the other one is a Samsung A22 phone. Both Android 13. No issues enrolling into the corporate-owned dedicated profile. I've also tested with our shared devices profile. The same error pops up.
Error brings up nothing in a search. Does anyone have any info on this error?

2023-07-13T22:11:55.18+00:00 The Android 13 June update requires certificate based WiFi profiles to validate the DNS name of the Radius server. Ensure that you have a DNS entry in the Radius server name property of the profile. It doesn't have to be the exact server name, it can be the domain suffix of the server, and multiple entries are also allowed.

- Radius server name: Enter the DNS name that's used in the certificate presented by the Radius Server during client authentication to the Wi-Fi access point. For example, enter
Contoso.com
,uk.contoso.com
, orjp.contoso.com
.
If you have multiple Radius servers with the same DNS suffix in their fully qualified domain name, then you can enter only the suffix. For example, you can enter
contoso.com
.When you enter this value, user devices can bypass the dynamic trust dialog that's sometimes shown when connecting to the Wi-Fi network.
On Android 11 and newer, new Wi-Fi profiles may require this setting be configured. Otherwise, the devices may not connect to your Wi-Fi network.

2023-07-11T09:10:03.6066667+00:00 We are experiencing the same issue on Android Shared Device Mode. The WiFi profile is configured to use certificates issued via a SCEP profile. Does anyone have more information about the error and if it is related to the june 2023 patch? Currently we raised a support ticket at Microsoft to get some more help on this issue.

Thank you for posting in Microsoft Q&A forum.
1,Please check if the Wi-Fi profile is deployed to the device or not.
2,On Android, the Omadmlog.log file details the activities of the Wi-Fi profile when it's installed on the device. Please review the log for more information.
