Add VM's to host pool timing out and failing

Question

I have been unable to deploy vm's to my host pool from inception. I am able to manually add via create a vm and install the agent with the reg key and then the vm does sit on the host pool but I am unable to deploy from the host pool. After 1.5 hrs, it fails with the following error.

No actual error code in true MS fashion. Since it hangs on the dscextension, just to verify, the vm's do get created during deployment and they successfully get joined to our domain and show in the proper container AADDC Computers, but they never appear within the host pool so I have to then manually run the agent with the reg key and then they appear. I would like to deploy as designed. Any ideas would be appreciated. Thanks

Can you please check if you have access to all of the addresses listed here:

https://learn.microsoft.com/en-us/azure/virtual-desktop/safe-url-list.

It seems as if you don't have access to the DSC locations from where the WVD agents are installed. This step is required to join the VM's to the host pool and then they would be visible in the Azure portal. This step happens after the domain join step.

I have started over and made sure the sysprep image does not contain any antivirus, no outbound blocking, no security software of any kind. It errored out again...
