Are you experiencing this issue with Teams on remote desktop?
Based on our investigation, this is currently a known issue with Remote Desktop. According to the solution currently provided by Microsoft, please try to modify the local registry:
[HKEY_CURRENT_USER\Software\Microsoft\Terminal Server Client\Default\AddIns\WebRTC Redirector]
"DisableHWDecoder"=dword:00000001
"SettingsEnabled"=dword:00000001
Please apply the above to the client.
