SIP gateway Phones in Argentina not able to make calls to 911(local calls to police)

Question

We are in the transition to Teams calling using MS direct Routing and Cisco phones(MPP).

We used [http://noam.ipp.sdg.teams.microsoft.com/$PSN.xml] to provision these phones.

These phones are based in Argentina and not able to make calls to 911(local calls to police), all other calls works fine.

we tried many manipulations in Dial plan /routes but nothing is working, suspecting that below settings pushed by Microsoft during provisioning is not allowing them to dial 911 in Argentina.

dial plan : (0|+xxxxxxxxxxxx.|xxxxxxxxxxxx.|xxxxxxxxxxxxxx.|xxxx*xxxxxxxxxxxx.|911)

All calls including 911 Calls from the Teams APP works fine.

Any help/thoughts are appreciated!
