Toll free number not working

Recently ported our numbers over to Microsoft Teams via a cloud service provider. One of those numbers was a toll free line that now is not working, apparently we need to buy communication credits. That's a problem because there is no option to do so in our tenant, apparently because we purchased from a CSR. We've also tried purchasing an E5 license outside of our reseller to add communication credits in with no luck. Is there just no way forward here? This seems to be a known issue but haven't found a single working solution.

    If you want to use toll-free numbers with Microsoft Teams, you need to set up Communications Credits. Microsoft recommends that you set up Communications Credits for your Microsoft Teams Calling Plan (Domestic, International, or Pay-As-You-Go) and Audio Conferencing users who need to dial out to any destination. Some destinations may not be included in your Calling Plans or Audio Conferencing subscriptions.

    To set up Communication Credits for your organization, follow these steps:

    1.Assign an Audio Conferencing and/or Phone System with Calling Plan license to your users.

    2.Set up Communications Credits for your organization.

    3.Assign a Communications Credits license to users.
