Windows 10/11 Enterprise Activation with M365 E5 licenses in GCC-High

How do you download and activate the Windows 10/11 Enterprise licenses that come with Microsoft 365 E5 in GCC-High? The E5/G5 license has been placed and procured, but need help identifying a deployment method.

Can't find a lot that discusses how to activate that license, but i do see that you can't use the subscription activation capability in GCC-High. Will this be manual, and where are the product/license keys to activate it?
