Can you allow a device that is not signed in to dial 911?

Periodically Teams phones will sign out. Currently Alerts and notifications only alert when the device is offline, which is not really helpful. When a phone is signed out, 911 is no longer available.

Is there a way to create a generic default sign in, that would enable 911 calling? This is really a safety concern for our sites that are not in cell coverage range and remote.

    According to the documentation, If a Teams phone isn't signed in, or if it doesn't have an Internet connection, 911 calls can't be placed. If this happens, a notification is displayed on the phone.

    This behavior is by design, to get this feature more quickly, you can send a feedback directly to Microsoft Feedback to add it in future updates. Many features of our current products are designed and upgraded based on customers’ feedback. With requirements like this increase, the problem may well be released in the future.
