I understand that you have deleted your vHub along with the VPN Gateway by mistake and you are trying to recreate the configuration.
When you recreated the vHub and then the VPN Gateway,
- The IP Addresses of the VPN Gateway would have changed.
- So, you must download the device configuration and update your actual OnPrem sites' VPN devices to reflect the new IPs.

Can you confirm if you have updated the IPs at your local VPN Devices?
