I have setup VPN Gateway and a VM, but we only need the VPN active when needed.
How can I disable the VPN without removing all the settings so I am not charged while it is not being used?

As mentioned by Michael Cameron, this is by design and we cannot "stop" or "start" a VNET Gateway and the feedback is currently "Under Review"

If it's just for testing purposes, I've just have a bicep script that spins up a new gateway, lng, connection and PIP. Granted the PIP might change but saves money if the gateway isn't required all the time.

Short answer is that you can't.
Best that you could do is delete then recreate from template when required but that is both time consuming and involves some work (config would change on recreation).
Not ideal.
So Azure allows me to shut down my VM, but not the VPN connected to it while still charging me a VPN to nowhere? Strange and too costly. I'll look at AWS to see how they handle this. Thanks!
