SMTP Outbound rule on Linux VM

Hi,

I'm having problems with my Ubuntu Server running under Azure. The problem is that i need to be able to send mails over SMTP TCP port 25, but seems that even after adding the outbound rule im not able to achieve that :

I still unable to get that working, may be my student subscription plan the problem ?

Seems that after running the troubleshoot it didn't find any issue :

But I'm still unable to make a telnet outside my network, even if having the outbound rule created :

As per my earlier response, this is not the matter of your configuration. This traffic is blocked by the platform (by design)
